What the law asks for
Nigeria’s communications regulator directed all networks to link SIM records to the National Identification Number (NIN). A NIN is therefore the main requirement for anyone registering a SIM. Foreigners were reported to register with a passport, so ask MTN before you go.
5 steps to register
1. Get your NIN from NIMC if you do not have one. If you lost the slip, dial *346# with the number you gave NIMC.
2. Generate a Virtual NIN if MTN asks for one for SIM services.
3. Go to an authorised MTN outlet or store with the SIM.
4. Give your details, then complete fingerprint and facial capture.
5. Wait for the confirmation message and test the line.
Where to register safely
MTN has said it recognises registration locations that display the MTN logo and attendants who wear MTN identification cards. Roadside shops and itinerant agents are not valid. Never accept a SIM that someone says is already registered.
How many SIMs can you register?
Reports on the regulator’s rules say a subscriber’s information should not be linked to more than three SIM cards. Check with MTN for the current limit before you buy several lines.

- Buying a SIM from a roadside seller who says it is already registered.
- Using someone else’s NIN to get a line.
- Typing the NIN wrongly and giving up after one error.
- Registering and never checking the link status afterwards.

Linking a SIM to a NIN is free, according to the regulator. If anyone charges you for it, ask why.
Is a BVN needed to register a SIM?

Can someone register my SIM for me?
MTN’s rules for proxy services apply to SIM swaps. For new registrations, plan to go in person.
